Postsecondary Education (Colleges, Universities, etc) Tuition

I want to have a law that states that postsecondary educational institutions, such as colleges and universities, can get a maximum of $5,000 per enrolled student at their institution per year from the federal government. Furthermore, this law will state that any of these postsecondary educational institutions that take federal government money can’t charge more than $5,000 to each enrolled student per year. This makes it so that the universities stop taking advantage of the federal government, and this makes university more affordable. The $5,000 amount will be indexed to inflation.
